Buffalo Bayou & Lower White Oak Bayou Federal Flood Damage Reduction and Ecosystem Restoration Study

Frequent Comments Received During the Public Scoping Period

There is a problem with erosion along Buffalo Bayou.
During the initial study phase to determine existing conditions, erosion and bank stabilization were identified as problems along Buffalo Bayou. Components that address erosion will be considered as plan formulation begins. Specific areas of erosion concern should be referred to the Harris County Flood Control District's Citizen Service Center for investigation.

I support the modification of bridges and construction of stormwater detention basins to reduce the impacts of flooding.
The study plan formulation process will consider a number of components for flood damage reduction, such as channel modifications, stormwater detention basins, bridge improvements, bypass channels, and relocations.

Consider a continuous bike trail and tree plantings along the bayou.
We recognize and value the multiple functions of Buffalo Bayou and lower White Oak Bayou, such as flood management, providing wildlife habitat, and outdoor recreation. Park and recreation opportunities will be considered if they are compatible with flood damage reduction and/or ecosystem restoration components.

Upstream development within the study area is causing properties downstream to flood.
While regulation of development is not within the direct authority of the District, we do coordinate with Harris County, the City of Houston, and other municipalities in Harris County that regulate development as floodplain administrators. Currently, all new development within Harris County must be built in accordance with policy, regulations, and criteria of the appropriate incorporated municipality or unincorporated Harris County, which requires mitigation of flooding impacts from new development. The District provides technical assistance upon request and reviews proposed development that directly impacts District right-of-way. At a minimum, for new development projects that we review, the District requires use of criteria from the District Policy, Criteria, & Procedure Manual. Guidelines for new development will be examined as plan formulation begins.

Consider ecological impact, restoration opportunities, and improve the habitat for wildlife along the bayou.
We recognize and value the multiple functions of Buffalo Bayou and lower White Oak Bayou, such as flood management, providing wildlife habitat, and outdoor recreation. The District works to develop flood damage reduction components that are sensitive to the environment and will consider these comments as plan formulation begins. Ecosystem restoration opportunities will also be examined as plan formulation begins.

Consider the use of stormwater detention basins along Little White Oak Bayou.
The study area for flood damage reduction and ecosystem restoration is limited to the main channels of Buffalo Bayou and lower White Oak Bayou. The District has found that investigations to develop plans for most tributaries are more appropriate to be conducted without a federal partner, due to the funding and scheduling constraints required by the Corps of Engineers. However, as part of the current study, stormwater detention options along Little White Oak Bayou will be considered as plan formulation begins.

The bayous should be cleared of debris such as trees and tall weeds that impede the flow of water.
The District monitors and maintains channels throughout Harris County where the District has jurisdiction and channel access. Additional information regarding the specific locations that need to be cleaned should be referred to Curtis Brom of the Harris County Flood Control District's Citizen Service Center for investigation. Comments concerning channel clean-up will be considered as plan formulation begins.

Consider the recreational and ecological impacts to Terry Hershey Park from a potential project.
We recognize and value the multiple functions of Buffalo Bayou and lower White Oak Bayou, such as flood management, providing wildlife habitat, and outdoor recreation, and we will keep these functions in mind as we identify flood damage reduction and ecosystem restoration components. Additionally, the existing flood damage reduction infrastructure, habitat, and recreational facilities within Terry Hershey Park will be considered by the study.
