Z100-00-00-P037 Development and Redevelopment Studies
Project ID Z100-00-00-P037 is a planning initiative that contains two separate studies: a New Development Mitigation Study and a Revitalization and Redevelopment Planning Study. The studies are funded through the Community Development Block Grant – Disaster Recovery 2017 (CDBG-DR17) program. The study area includes locations outside of the City of Houston as to not overlap with similar initiatives being performed by the City of Houston under the same grant program.
The New Development Mitigation Study will look at the possibility of implementing additional flood risk reduction measures in new and ongoing developments to help further reduce the risk of flooding – and not just mitigate for it. The study will identify actionable pilot projects and analyze financial, regulatory, and legal concerns that could arise when implementing additional risk reduction measures. The study will also serve to provide a potential change in perspective on partnerships for the Flood Control District to consider to implement some of the recommended measures. The study began in winter 2020-2021 and is expected to be completed by winter 2021-2022.
The Revitalization and Redevelopment Planning Study aims to identify the potential impacts and benefits of Harris County Flood Control District projects and Harris County drainage improvement projects as they relate to the social, environmental and economic health of existing communities. The study will also identify legal and regulatory obstacles that contribute to identified impacts. The study results will propose both regional best practices and more specific community practices that will allow future projects to be integrated into existing communities in ways that allow for the responsible and appropriate redevelopment of these areas to benefit the community. This study is anticipated to begin in summer 2021 and will take approximately 12 months to complete.
