December 17, 2019 – Harris County Commissioners Court approved a land exchange and $782,444 payment to acquire 22.889 acres for channel conveyance improvements and stormwater detention in support of this project.

September 24, 2019 – Harris County Commissioners Court authorized negotiations with Harris County concerning construction of a regional stormwater detention basin along Willow Creek Tributary M124-00-00 in support of this project.

April 30, 2019 – Harris County Commissioners Court authorized the Harris County Flood Control District to submit an application to the U.S. Department of Commerce/Economic Development Administration for a $3 million grant, with a required match of $3.5 million, for the Willow Creek Stormwater Detention Basin project

PROJECT DESCRIPTION

The M124-00-00 Channel Conveyance Improvements Project (Bond ID: F-37) will include stormwater channel conveyance improvements and multiple stormwater detention basins along the Willow Creek tributary formally identified as HCFCD Unit M124-00-00, between State Highway 249 and Willow Creek (M100-00-00), in the Tomball area of northwest Harris County. The project was developed with the goal of containing the 1 percent annual exceedance probability (100-year) storm event within the channel banks, given that the existing channel is estimated to provide a level of service less than the 10 percent annual exceedance probability (10-year) storm event.

The project is divided into multiple phases. Phase 1 of the project excavated both a new channel section of M124-00-00 from State Highway 249 to north of FM 2920 along with a new stormwater detention basin. Construction began in January 2021 and was completed in December 2021.

Future phases will continue to make channel conveyance improvements and construct several additional stormwater detention basins south of FM 2920 to the confluence with Willow Creek. Current ongoing efforts include coordination in partnership with TxDOT to provide mitigation for the upcoming expansion of FM2920, and investigation of subsurface utilities to determine how best maximize project benefit using funds currently available. The Preliminary Engineering Report (PER) for ultimate conditions and potential future phasing was transmitted to Harris County Commissioners Court in June 2021, following an October 2020 Community Engagement Meeting.

Location

The project is located along a Willow Creek tributary formally identified as HCFCD Unit M124-00-00, between State Highway 249 and Willow Creek (M100-00-00) in the Tomball area of northwest Harris County.

Stage

After construction completion in December 2021, Phase 1 of this project transitioned into the OPERATION & MAINTENACE stage.

The next phase of this project is in the DESIGN stage, following the transmission of the Preliminary Engineering Report (PER) for ultimate conditions and future phasing to Harris County Commissioners Court in June 2021. Current ongoing efforts include coordination in partnership with TxDOT to provide mitigation for the upcoming expansion of FM2920, and investigation of subsurface utilities to determine how best maximize project benefit using funds current available.

Bond Listing

For the construction of Phase 1, the Flood Control District was awarded a grant of approximately $3.5 million dollars for this project.

For the next phase, Harris County Commissioners Court authorized $1.4 million dollars of funding from the 2018 Bond Program for engineering services for the design stage. Future phases will be constructed once necessary subsurface utility investigations are completed, design is completed, and additional funds for construction are secured.
