August 23, 2022 – Harris County Commissioners approved an agreement in the amount of $542,015, to provide design, bidding, and construction stage engineering services in support of this project.

February 8, 2022 – Harris County Commissioners Court authorized the Flood Control District to negotiate an agreement to provide design, bidding and construction stage engineering services in support of the College Park Subdivision drainage improvements project.

January 4, 2022 – Harris County Commissioners Court approved an interlocal agreement in the amount of $3,352,879 with the City of Deer Park, Texas in support of this partnership project

PROJECT DESCRIPTION

This partnership project with the City of Deer Park is intended to improve local drainage within the College Park Subdivision, which may include a stormwater detention basin to reduce excess stormwater flow into HCFCD Unit B112-03-01, a tributary of Armand Bayou in the Armand Bayou Watershed.

Harris County Flood Control District is in the lead on this project and is working to improve drainage within the neighborhood by upgrading the storm sewer and modifying other drainage mechanisms as needed. The proposed improvements will provide the storm sewers with the minimum capacity to convey stormwater from a 2-year storm. Using NOAA Atlas 14 data, a 2-year storm is 5.30 inches of rainfall in a 24-hour period and has a 50-percent chance of occurring each year in a given area. These improvements will also help to reduce structural flooding in the 1 percent (100-year) rainfall event. The overall project will maintain water surface elevations to within the right-of-way.

Location

This project is located within Deer Park city limits and seeks to alleviate flooding in the College Park subdivision.

Stage

The College Park Subdivision Drainage Improvements project is currently in the design stage of the project lifecycle. A preliminary engineering report (PER) was completed for this project in January 2021.

Bond Listing

Bond Project Z-02 is a Partnership bond project, which means the Flood Control District has access to $3.24 million in partnership funding and $3.35 million in available bond funds. The total estimated cost for the College Park Subdivision Drainage Improvements project is $6.59 million.
